No. There's 21,652 season ticket holders including the half tickets sold in December. So unless those half-tickets were sold with a specific restriction that they wouldn't be able to be renewed, then 1,652 are going to miss out if the cap is set at 20k. That's 12% of all holders.

And the official site stated yesterday:

"....season cards available will be capped at 20,000, to ensure everyone who renews will have the best possible chance to claim a seat during the construction period. With this in mind, supporters looking to purchase during the renewal period are encouraged to do so at the earliest opportunity to avoid missing out."

Depends on the club, venue & circumstances, but season ticket holders (the 20,364 in this case) usually have priority.

It is what it is & always has been.

The club, for the reasons outlined, had to set a cap, it just so happens that a reasonable cap 20k, coincides with the number of season ticket holders, so they've gone with that number & informed people accordingly, advising season ticket holders to renew, in the renewal period, giving them plenty of notice, to avoid the possibility of missing out if they don't.

I fail to see the drama.

I'm not 100% certain but my assumption is that anyone that currently holds a seat, whether they bought it as a full or as a half season ticket, has an equal right to renew that seat in this renewal period. And so on that basis if 21,652 people decide they want to renew, and the club steadfastly sticks to a 20k cap, some are going to be refused if they leave it late.

There's no rights, it's a courtesy, they can refuse everyone.

They can close the stadium & never let another person in ever.

What you have is a cap set at approximately the current number of season tickets, with reasonable notice to renew & advice of the consequences if renewal isn't made in that period.

No drama here chap either. But my point remains. What you consider to be reasonable notice, others may not. Not everyone has 400 odd quid lying around and as a result there is a chance they may 'miss out' to others who do have. 

End of, I'm saying no more.

We’re renewing today purely because it’s convenient, I would imagine the club will honour the odd few over the 20000 they aren’t going to let Joe Brown who has had a season ticket for 50 years miss out because he is the 20001st to renew.
