the rules don’t dictate that international clearance has to be received by the close of the deadline.
to get the required clearance, certain paperwork had to be completed by Barcalona and then the Spanish FA have to grant the clearance. They are renowned for being slow.
as far as I am aware, he has been training with us since the end of Jan.

A Nottingham Forest academy player has gone into self-isolation after showing flu-like symptoms associated with the coronavirus.
The club confirmed an under 15s player from the Nigel Doughty Academy, in West Bridgford, was taking this precautionary measure.
