Anything built in the 60's will in no way be adequate for todays requirements. And theres no way any engineer will want to rely on anything from that time to support a building as significant as this would be.
Re your 2nd point, producing a design that respects the amienity of the houses closeby is a challenge. A new main stand would likely be 3 times as high as the current structure.
Its a challenge. Trust me, I know about these things.
