PVH could do it, Collymore could do it. Hell McGugan could do it, he got 5 goals from 6 games from the bench under Billy.
He's got quality, but I think it's fair to say if he's as good as he's hyped up to be - and thus "undroppable" - he'd be grabbing those 15min by the scruff of the neck and doing something occasionally.
