Hopefully the deal can be done if West Ham 'expect him to be gone' this week. Karanka clearly wants competition in every position and the RB/DCM acquisitions will see to that.
Yates seems to offer Forest something Forest don't have in in CM. Someone who can break up play and pass it forwards (or someone who looks to...) Forest's Academy products are certainly brought up in the right way, it seems. I hope Yates has a part to play in Forest's season.

Agreed. Forest will have replaced a whole team of 11 with the RB and DCM. That's some going but a necessary revolution. And that revolution means players going out too. At some point they have to address that. Getting 11 in means they have cover in every position and must have covered all their primary targets.
As for Tomlin, I'm not surprised if he is still a target. He's a player Karanka trusts. Tomlin isn't part of Cardiff's plans? He's in the same boat as Colback. Not wanted and on high wages.
If Tomlin is still a target to provide competition for the ACM then maybe Forest will play the waiting game for him and 'do a deal' with Cardiff on Wages and Fee or even a loan for him. (I think a loan for him and Colback may be the only realistic options given the wages.)
Why Tomlin? Karanka has already hinted about a price tag weighing heavy on any players shoulders. Add that to adapting to the Championship, a cold wet and windy night against Preston then Tomlin may be better suited to a game like that. At his best he is robust, skilful, 'plays the game,' holds the ball up well and offers leadership and he may be even better and bring out the best in others with better players around him. Can you imagine the opposition when they've had to deal with a 13 million ACM then Karanka can bring on Lee Tomlin for the coupe de grace? The strength in depth of Forest's midfield should be able to shadow box the Championship into submission.
Karanka wants competition for every position, regardless.

One interesting side observation on Tomlin. I'm not sure I'd quite classify him as a luxury player like McGugan because he brings far more to a side in general. However, he's the closest thing to an indulgence out of all Karanka's signings in terms of that 'hit or miss' or blows 'hot and cold' i.e. a player that needs a manager to understand him and needs man management to get the best out of him.
Every squad can 'afford' to have a player like that in their ranks. He's potentially a 'match winner' and most certainly someone who can change things from the bench. That 'Reidy' style quality and innovation, a talisman who helps make your team tick. And match winners (you can never have enough of them) are what you want in your squad when things are going against you on a rough Tuesday Championship fixture. Someone who can score out of nothing. Even when Tomlin was indifferent in form, his presence meant the opposition couldn't quite switch off from him, he's bothersome, an irritant who gets under the other team's skin. He does that part of the game very well and draws free kicks and seems to wind up the opposition in the areas that hurt.
If Tomlin helped win Forest ten of their 46 matches (i.e. he blows more cold than hot) that's up to 30 points..! And that can be the different between top 6 or top 2?
